A petition has been submitted to the Lahore High Court challenging recent petroleum price increases and the governmentโs proposed approach of frequent fuel price adjustments. The petition raises concerns about transparency, legal procedures, and the impact of rapid price changes on citizens.
The Judicial Activism Panel Chairman Azhar Siddique filed the petition. He questioned the legality of the new petroleum pricing method and objected to adjustments made within very short periods.
According to the petition, the Petroleum Division of the Ministry of Energy issued a notification on July 10. The notification announced revised petroleum prices across the country.
The government increased petrol prices from Rs. 297.53 per litre to Rs. 310.71 per litre. Similarly, the price of high-speed diesel increased from Rs. 309.50 to Rs. 323.30 per litre. The new prices became effective from July 11.
However, another notification was issued only a week later. Under the updated rates, petrol prices increased further by Rs. 5.44 and reached Rs. 316.15 per litre. Meanwhile, high-speed diesel witnessed a major rise of Rs. 31.05, reaching Rs. 354.35 per litre.
Concerns Over Frequent Fuel Price Adjustments
The petition argues that consecutive price revisions suggest the introduction of a daily or short-term fuel pricing system. However, it claims that the government has not provided a clear legal framework behind this mechanism.
The plea highlights that authorities have not shared details about the formula, criteria, or methodology used to determine petroleum prices. Therefore, the petitioner argues that such decisions lack transparency and public accountability.
Furthermore, the petition states that frequent fuel price changes may violate constitutional principles. It claims that executive decisions without proper parliamentary review could create unfair financial pressure on citizens.
Petroleum products hold significant importance in Pakistanโs economy. They support transportation networks, agricultural activities, electricity generation, and industrial operations. As a result, sudden fuel price increases often contribute to higher costs across multiple sectors.

However, it claims that authorities have not revealed the complete breakdown of these charges. The petition argues that citizens deserve access to detailed information about factors influencing final petroleum prices.
Additionally, the petitioner questioned the fairness of the current pricing system. The plea stated that frequent revisions have created uncertainty among consumers and businesses.
The petition also referred to public concerns regarding the move towards shorter fuel pricing cycles. It emphasized the need for a transparent system that clearly explains how petroleum prices are calculated.
Lahore High Court Requested to Review July 17 Notification
The Judicial Activism Panel has requested the Lahore High Court to suspend the petroleum price notification issued on July 17.
The petition also asks the court to prevent the government from introducing temporary fuel price adjustments based on short periods. It seeks a proper review of the mechanism used for determining petroleum prices.
Moreover, the petitioner has requested the court to direct the government to disclose the complete pricing formula and legal foundation behind fuel price calculations.
The case highlights growing concerns over rising fuel costs and their impact on Pakistanโs economy. As petroleum prices influence almost every sector, transparency and stability remain important factors for consumers and businesses.
The courtโs decision will determine whether the current pricing approach follows legal requirements and whether further reforms are needed to ensure a fair petroleum pricing system.
