ISLAMABAD: The federal government has decided to establish a new Wapda Security Force to provide dedicated protection for major water infrastructure projects across Pakistan, with a special focus on securing Chinese workers linked to strategic developments. The proposed force will be created under the Wapda Security Force Act, 2026, which the government has already sent to parliament for approval.
According to the statement of objects and reasons, the force will protect critical infrastructure managed by the Water and Power Development Authority (Wapda).
Security Expansion After Dasu Attacks
The decision follows two deadly terrorist attacks on engineers and workers at the Dasu Hydropower Project in November 2021 and March 2024. Those attacks killed several Pakistani and Chinese nationals and temporarily halted work on the multibillion-dollar project.
Officials said Wapda projects were not originally covered under the security framework created for the China-Pakistan Economic Corridor (CPEC). Therefore, the government decided to introduce a separate arrangement specifically for water-sector developments.
Later, authorities expanded CPEC-style protection to projects involving Chinese nationals. Following consultations with the Chinese side, the prime minister directed officials to ensure similar security for all nationally important water projects.
Force to Operate Nationwide
The Wapda Security Force will operate under a director general, likely appointed from the armed forces. Moreover, it will secure dams, powerhouses, machinery, offices, workers, and residential facilities linked to Wapda projects.
The force will function in notified areas across Pakistan while coordinating with police, Rangers, Frontier Constabulary, and intelligence agencies. Its size will depend on security needs.
The draft law also grants legal protection to officers acting in good faith while carrying out duties under the new legislation.
