Pakistan and Kuwait are reportedly discussing the possibility of expanding their existing defence cooperation while also exploring broader energy collaboration and investment opportunities.
According to sources familiar with the discussions, the negotiations remain at an early stage. Therefore, no final agreement has been reached. The sources also said regional developments, particularly tensions between the United States and Iran, could affect the pace and direction of the talks.
The reported discussions come as Pakistan continues to strengthen its strategic partnerships with Gulf countries while seeking greater economic and energy cooperation.
Talks Still in Early Phase
Sources said both countries are reviewing the realistic scope of a possible agreement. However, they cautioned that the discussions remain preliminary and may change as regional circumstances evolve.
One source said, “Talks remain at early stage, and could still be complicated by heightened US-Iran tensions.”
Officials familiar with the matter indicated that both sides are examining different areas of cooperation before making any formal commitments.
Kuwait Reportedly Seeking Broader Defence Cooperation
Pakistan and Kuwait have maintained a defence cooperation agreement since 2023. That arrangement focuses mainly on military training and joint exercises.
According to sources, Kuwait is now interested in expanding that partnership. The reported proposal includes military cooperation in several areas.
One Pakistani government official said Kuwait is seeking “thousands of Pakistani troops on the ground, fighter jets, drones, an air defence system, and other defence-related facilities.”
However, another security official suggested Pakistan is unlikely to agree to every request.
The official said, “Kuwait’s wish list includes everything.”
He further added, “But let me be clear about one thing: We are not and we cannot consider a deployment of combat troops at this stage.”
Meanwhile, a Middle Eastern source confirmed that discussions have included defence procurement. However, the source said “not clear this will amount to a defence pact per se.”
Regional Security Environment Shapes Discussions
The reported negotiations come during heightened security concerns across the Middle East.
Recent regional developments have prompted several Gulf countries to review their defence partnerships. Pakistan’s military capabilities and domestic defence industry have reportedly made it an attractive security partner for some regional states.
A source familiar with Kuwait’s security planning said Pakistan is viewed as a reliable option.
The source said, “They are already in with the Saudis, they have a long history of defence development, they have a good relationship with the Americans, so it’s not as sensitive as some other options.”
Sources also claimed that Turkiye, Pakistan, and Saudi Arabia are discussing a separate draft agreement for broader regional defence cooperation.
Additionally, Bahrain has reportedly shown interest in a similar arrangement, while Jordan is exploring possible cooperation in weapons procurement and military training.
Energy Cooperation Also Part of Reported Discussions
Besides defence cooperation, the reported negotiations also involve energy security.
According to sources, Pakistan wants stronger cooperation in the energy sector alongside any expanded defence arrangement.
One source said Kuwait is exploring the possibility of establishing bonded fuel storage facilities in Pakistan. The proposal would reportedly build on the existing government-to-government diesel supply arrangement between both countries.
Officials believe stronger energy cooperation could support Pakistan’s broader efforts to strengthen fuel reserves and attract foreign investment.
Future of Agreement Remains Uncertain
Despite the reported progress, sources stressed that negotiations are still evolving.
Regional tensions continue to create uncertainty, and several issues remain under discussion. Consequently, both countries are expected to continue evaluating possible areas of cooperation before making any formal announcement.
Sources also suggested that discussions could accelerate once tensions between the United States and Iran ease. However, analysts cautioned that the outcome remains uncertain until both sides complete the negotiation process.
