The Islamic Ideology Council (IIC) has issued a unanimous declaration urging zero tolerance for sectarianism, hate speech, extremism, and violence during the holy month of Muharram. The announcement came on Tuesday as authorities intensified efforts to maintain peace and religious harmony across Pakistan.
The declaration, titled โPaigham-e-Pakistan,โ stressed that no individual or group has the right to incite violence, provoke unrest, or take the law into their own hands. Moreover, the council said Islam promotes peace, tolerance, and respect for humanity. It called on citizens to uphold these values throughout Muharram and beyond.
The IIC also described the defaming of the companions of the Holy Prophet Muhammad (PBUH), his wives, and the Ahl al-Bayt as a major sin. Furthermore, it declared โtakfir,โ the practice of declaring fellow Muslims as apostates or infidels, as a grave sin. The council urged all religious groups to avoid inflammatory language and respect differing beliefs.
The declaration coincided with the annual National Inter-Faith Harmony Conference held in Islamabad. Addressing the event, Federal Minister for Religious Affairs Sardar Yousuf confirmed that the government had enforced a strict nationwide code of conduct for Muharram. He said every citizen shares the responsibility of protecting the state, respecting the Constitution, and following the law.
The minister also urged provincial administrations to curb hate speech and provocative content, particularly on digital platforms. In addition, he encouraged dialogue and constitutional engagement to address theological differences peacefully.
Yousuf praised Pakistanโs civil and military leadership for their role in promoting stability. He said the country’s leadership had strengthened internal peace while enhancing Pakistanโs international standing.
Meanwhile, the government directed local and district administrations to implement comprehensive security measures around Muharram processions and majalis. Authorities will coordinate with law enforcement agencies to ensure peaceful observance of the holy month across the country.
