ISLAMABAD: The Capital Development Authority (CDA) is facing a major cybersecurity crisis after unknown hackers reportedly breached its property and water billing system. City managers have spent several tense days dealing with the attack, which allegedly involves a ransom demand in Bitcoin.
According to sources, the attackers compromised sensitive data linked to property and conservancy charges. Moreover, they have threatened to release the information on the dark web if their demands are not met. The incident has disrupted key digital services across Islamabad.
Billing System Disruption During Peak Revenue Period
An official from the CDA revenue directorate confirmed that the system had been under attack for three days. He said the timing is critical because June is the closing month when most citizens clear their dues. As a result, thousands of users have been unable to pay property and tax bills online, according to Dawn.com breaking news.
The CDA website remained functional; however, the โPay Your Bills Onlineโ portal was inaccessible. Meanwhile, technical teams from CDA, its IT department, and vendor NRTC continued efforts to restore services and recover data. Officials expressed hope that the system would be fully restored soon.
Backup Claims and Previous Cyberattack History
CDA spokesperson Shahid Kiani confirmed the cyberattack but assured that all backup data remains safe. He stated that the authority is actively restoring billing records through secure servers. In addition, he said that no financial losses have occurred for citizens, as payments processed through 1-Link and banking channels remain secure.
However, conflicting reports emerged from within the IT wing regarding backup availability, though CDA rejected claims of missing data. Furthermore, officials recalled a similar cyberattack in 2024 when alleged Indian hackers breached CDA systems, prompting federal-level concern and tighter cybersecurity measures.
Authorities continue investigating the latest breach while strengthening digital defenses to prevent further disruption of essential civic services.
