ISLAMABAD: The Competition Commission of Pakistan (CCP) and the National Accountability Bureau (NAB) have agreed to deepen institutional cooperation through capacity building, professional development and exchange of expertise, with a focus on strengthening competition, transparency, procurement integrity and good governance.
In this regard, CCP and NAB have signed an Addendum to their Memorandum of Understanding (MoU). The signing ceremony was held at NAB Headquarters, Islamabad, in the presence of Chairman CCP Mr. Farid Ahmad Tarar and Chairman NAB Lt. Gen. (R) Nazir Ahmed. Senior officers of both institutions also attended the ceremony.
The original MoU, signed in May 2025, established a framework for cooperation between CCP and NAB in areas of common interest, including bid rigging, collusive tendering, information sharing and technical cooperation. The Addendum builds on this framework by broadening institutional collaboration in training, professional development and capacity building.
Under the Addendum, CCP and NAB will collaborate through the Pakistan Anti-Corruption Academy (PACA) on joint training programmes, workshops, seminars, conferences and awareness sessions relating to competition law, anti-corruption, procurement integrity and economic governance.
The cooperation will also facilitate the exchange of subject-matter experts, investigators, economists, prosecutors, researchers and other resource persons. Officers of both institutions will benefit from professional exposure and knowledge-sharing opportunities aimed at strengthening investigative, analytical and enforcement capabilities.
Chairman NAB Lt. Gen. (R) Nazir Ahmed underscored the importance of capacity building and inter-agency cooperation in strengthening institutional effectiveness. He emphasised the value of sharing knowledge, expertise and professional experience among public institutions and noted that structured collaboration through PACA would provide a platform for developing specialised skills and promoting greater awareness of transparency, integrity and sound governance practices.
Speaking on the occasion, Chairman CCP Farid Ahmad Tarar highlighted the importance of institutional cooperation in strengthening public-sector enforcement capacity. He observed that competition enforcement and anti-corruption frameworks intersect in important areas, particularly public procurement, where collusive practices can undermine competitive outcomes, increase costs and weaken the efficient use of public resources. He emphasised that promoting and protecting fair market practices requires effective institutional coordination, exchange of information and complementary expertise. The expanded cooperation, he added, would enable both institutions to benefit from their respective expertise and develop stronger professional capabilities.
The Addendum reflects the two institutions’ commitment to developing a sustained framework for professional and technical cooperation, complementing their respective statutory mandates while strengthening institutional capacity.
The two institutions resolved to further strengthen cooperation through the exchange of information and expertise, particularly in addressing cartelisation and anti-competitive practices, and to work within their respective mandates towards promoting economic efficiency, fair business practices and consumer protection.
