The Azad Jammu and Kashmir government placed the leadership and 150 activists of the banned Joint Awami Action Committee (JAAC) on the Fourth Schedule. Authorities announced the decision through a notification issued by the Home Department.
The notification includes several prominent JAAC leaders. These include Shaukat Nawaz Mir, Raja Amjad Ali, Anjum Zaman, Raja Saib Javed, and Umar Nazeer Kashmiri. Moreover, Advocate Arbab, Arshad, Najeebullah, Advocate Saad Ansari, Imtiaz Aslam, and Raja Hafeez Babar also appear on the list.
Authorities Announce Strict Monitoring Measures
Officials stated that listed individuals will face strict monitoring of their activities. Security agencies will closely track their movements and public engagements. In addition, authorities will monitor financial transactions and other related activities. The notification also requires regular reporting at designated police stations. Consequently, security agencies will maintain continuous oversight of all listed persons.
Earlier this year, the government declared JAAC a proscribed organization. Authorities cited violent protests and disruption of public order as reasons. Therefore, the Fourth Schedule listing enables officials to impose legal restrictions on those named.
Understanding the Fourth Schedule Framework
The Fourth Schedule forms part of Pakistanโs Anti-Terrorism Act, 1997. It serves as a watchlist for individuals suspected of links to terrorism or activities threatening public order.
People listed under the schedule face several restrictions. For instance, authorities can monitor travel and limit attendance at public gatherings. Furthermore, listed individuals must report regularly to local police stations. Financial transactions also remain under official scrutiny.
The listing usually remains effective for one year. However, authorities can extend the period if necessary. Individuals may also appeal to a review board against the decision.
