The Pakistan Telecommunication Authority (PTA) has imposed a combined fine of Rs. 740 million on the country’s four major mobile network operators. The enforcement action follows findings that SIM cards were issued without the consent of national identity card holders.
According to the regulator, the companies failed to fully comply with SIM issuance regulations. Consequently, PTA held them responsible for serious regulatory violations involving unauthorized SIM registrations.
The authority emphasized that mobile operators must ensure strict compliance with SIM registration requirements to protect consumers and maintain the integrity of Pakistan’s telecommunications system.
Breakdown of Penalties
PTA imposed separate financial penalties on each operator based on the nature of the violations.
Zong received a fine of Rs. 155.6 million for breaching SIM issuance regulations.
Jazz was fined Rs. 116.7 million for the illegal issuance of SIM cards and for failing to maintain effective oversight.
Similarly, Telenor received a Rs. 116.7 million penalty for violating SIM registration rules.
Meanwhile, Ufone received the largest fine. The regulator imposed a penalty exceeding Rs. 233.4 million after identifying multiple regulatory violations.
Operators Held Responsible for Regulatory Compliance
PTA stated that mobile operators remain responsible for ensuring proper compliance throughout the SIM issuance process.
According to the regulator, the companies failed to maintain adequate monitoring mechanisms. As a result, unauthorized SIM registrations occurred despite existing regulatory requirements.
Furthermore, the authority clarified that telecom companies will also be held accountable for violations committed by their franchisees.
PTA maintained that operators must closely supervise their franchise networks and biometric verification systems to prevent similar violations in the future.
PTA Warns of Further Legal Action
The regulator has directed all four mobile operators to pay the imposed fines within the prescribed timeframe.
Moreover, PTA warned that failure to comply with its orders could result in additional legal action under applicable regulations.
The authority stressed that compliance with SIM registration procedures remains a legal responsibility for all licensed telecom operators.

PTA highlighted that unauthorized SIM registrations pose serious risks to consumers and national security.
According to the authority, illegally issued SIM cards can facilitate identity theft, cyber fraud, financial crimes, and other unlawful activities.
