Two Bidding Groups Pass Technical Evaluation
The Capital Development Authority has approved the documents of two joint ventures for the construction of a new convention, expo and exhibition centre in Islamabad.
The proposed facility will be built in Malpur, near the Bhara Kahu bypass. It is planned as a major venue for national and international conferences, exhibitions, trade fairs, cultural events and official gatherings.
According to sources, three companies took part in the bidding process. Two joint ventures were declared technically responsive after evaluation.
The first approved joint venture includes China Construction Third Engineering Bureau, Kasib Builder & Developers Pvt Ltd and Zeeruk International. The second joint venture includes China Railway Sixth Group, Usmani International Associates, Osmani and Company.
A third joint venture, comprising Matracon Pakistan Pvt Ltd, China First Metallurgical Group Co Ltd, Tong Yuan Design Group Co Ltd and Designmen Consulting Engineers, was declared technically non-responsive.
Sources said the designs submitted by the responsive bidders had also been reviewed. The design proposed by China Construction Third Engineering Bureau has been approved. Both responsive bidders are now expected to submit revised financial bids according to the approved design.
CDA Plans New Infrastructure Wing for Mega Projects
The CDA and the federal government are also planning administrative changes to speed up work on major development schemes.
Sources said a new member infrastructure/building is likely to be appointed for early execution of key projects. A former officer of the Punjab Communication and Works Department is expected to be appointed to the post.
A serving officer from the same department is also likely to join the CDA as director general infrastructure.
The new wing will help divide the workload of the engineering wing. Officials believe this will improve project delivery and remove delays.
Interior Minister Mohsin Naqvi has also directed the CDA to complete major projects as early as possible. These projects include the new convention centre, a proposed cricket stadium and service roads along the Islamabad Expressway.
Project Estimated at Rs19.3 Billion
Last year, the CDA Development Working Party approved the PC-I of the convention centre project. The estimated cost of the project is Rs19.3 billion.
According to the PC-I, the project is expected to be completed in 18 months after work begins. However, sources said the federal government and CDA want the main convention centre completed within one year.
The facility is expected to play an important role in hosting the Shanghai Cooperation Organisation summit in Islamabad in 2027. Remaining parts of the project may be completed in the following six months.
CDA officials said the project will become a long-term revenue-generating asset. It is expected to earn revenue through event hosting, rentals, service contracts and tourism-related activity.
The project is also being planned in line with the Islamabad Master Plan. Officials believe it can support business activity and improve Islamabad’s position as a regional event destination.
A non-responsive bidder has also submitted a grievance to the CDA. Officials said the company may approach the Public Procurement Regulatory Authority after completion of the technical evaluation process. A decision on such applications is usually made within 10 days.
