White House cites fertilizer shortages linked to regional conflict as emergency measure aims to support US agriculture
US President Donald Trump has authorized the temporary suspension of certain duties on phosphate fertilizer imported from Morocco, the White House announced on Monday, citing supply disruptions that have strained fertilizer availability for American farmers.
According to a presidential proclamation, the emergency measure will suspend selected anti-dumping and countervailing duties on Moroccan phosphate fertilizer for up to eight months or until the declared emergency ends, whichever comes first.
The White House said global fertilizer supply chains have faced significant disruptions in recent months due to conflicts affecting major fertilizer-producing regions and trade restrictions imposed by key exporting countries. Officials noted that reduced supplies have placed additional pressure on agricultural production and food security.
Emergency action targets fertilizer shortages
Trump said current domestic phosphate fertilizer production remains insufficient to meet US agricultural demand after accounting for exports. Consequently, the administration considers temporary imports from Morocco essential to stabilize supplies while longer-term domestic production expands.
The proclamation also stated that the administration is working with private industry to increase US fertilizer manufacturing capacity. However, officials acknowledged that expanding production will require time before it can substantially improve domestic supply.
Meanwhile, White House economic adviser Kevin Hassett previously said the administration had been seeking alternative fertilizer sources following supply disruptions linked to instability in the Middle East.
Conflict continues to affect global markets
The decision follows continued disruption in global fertilizer markets after regional conflict affected production and transportation routes. Analysts have warned that supply shortages could increase production costs for farmers and heighten food security concerns, particularly in developing countries.
Much of the world’s phosphate fertilizer originates from the Middle East, making global markets highly sensitive to regional instability. By temporarily easing import restrictions, the administration hopes to ensure reliable fertilizer supplies for American agriculture while reducing pressure on domestic producers during the current supply crisis.
