Differences emerge over economy and Strait of Hormuz strategy
Reported differences between Iran’s civilian leadership and the Islamic Revolutionary Guard Corps (IRGC) have intensified, potentially complicating ongoing negotiations between Tehran and Washington, according to a report published by The Wall Street Journal citing officials familiar with the talks.
According to the report, President Masoud Pezeshkian is prioritising economic recovery and seeks the release of approximately $6 billion in Iranian assets frozen in Qatar. The funds have reportedly featured in discussions between Iranian and American negotiators as part of broader diplomatic efforts.
However, the report said the IRGC remains focused on maintaining full control over the Strait of Hormuz. Officials cited by the newspaper claimed the military organisation supports introducing a transit toll system for vessels using the strategic waterway, believing it could strengthen Iran’s military capabilities and increase its regional influence. Estimates discussed by Iranian officials reportedly suggest such a system could generate up to $40 billion annually.
Political and religious dynamics shape negotiating position
The report further claimed that the IRGC warned it could again close the Strait of Hormuz unless negotiations in Doha guarantee Iran greater authority over the waterway. It also reportedly insisted that commercial vessels follow navigation routes designated by Iranian authorities.
Meanwhile, senior clerical figures have reportedly supported a tougher approach. According to the report, Iran’s Assembly of Experts argued that the Strait of Hormuz should remain closed unless Israeli military operations against Lebanon cease.
In response, President Pezeshkian has reportedly intensified consultations with influential religious figures in Qom, including Ayatollah Shubairi Zanjani, to build support for economic measures, particularly the release of frozen assets. The report also stated that Pezeshkian expressed confidence that Supreme Leader Mojtaba Khamenei supports the ongoing peace negotiations.
