Prince Andrew and Princess Beatrice continue serving as Counsellors of State despite no longer holding working royal roles. Consequently, their constitutional positions have renewed debate over possible reforms.
The role allows designated royals to perform official duties when the monarch cannot carry out responsibilities. However, experts believe Andrew and Beatrice are unlikely to act on King Charles’ behalf.
Prince Andrew previously stepped back from public royal duties following controversies. Meanwhile, Princess Beatrice has never served as a full-time working member of the Royal Family.
Expert Calls For Constitutional Reform
Royal expert Richard Fitzwilliams said there are no immediate plans to revise the current list. Nevertheless, he argued that the existing arrangement requires significant reform.
Fitzwilliams stated that Princess Beatrice would never be called upon to represent the King. Moreover, he said her status as a non-working royal makes such a role unlikely.
He also noted that Prince Andrew remains in the constitutional lineup despite stepping away from official duties. Therefore, he believes there is a strong case for reviewing the current system.
Counsellor List Expanded In 2022
The Counsellors of State Act 2022 expanded the group from five to seven members. As a result, Princess Anne and Prince Edward joined the existing list.
Queen Camilla and Prince William remain the primary choices to deputise for King Charles. Furthermore, Princess Anne and Prince Edward provide additional support when required.
Although Prince Harry and Prince Andrew remain eligible under succession rules, they no longer perform royal duties. Consequently, observers expect calls for further constitutional changes to continue.
