The International Skating Union (ISU) has announced that Russian and Belarusian figure skaters can return to international competitions during the 2026โ27 season under strict neutral status. However, the athletes must meet several eligibility requirements before competing.
Under the new rules, competitors will participate without their national flags, anthems, or other state symbols. Moreover, the ISU said it could ease these restrictions in the future if no safety or integrity concerns arise during the season.
Strict Eligibility Rules for Athletes
The ISU introduced the decision following recommendations from the International Olympic Committee (IOC). The IOC previously invited three Russian and Belarusian figure skaters to compete as neutral athletes at the 2026 Winter Olympics.
To qualify, athletes must pass background checks confirming they have no links to military or security services. In addition, they must not have publicly supported the war in Ukraine. The ISU also said athletes will have the right to respond if officials question their eligibility. Furthermore, they may appeal any decision denying their participation.
The governing body added that eligible competitors may form a neutral team for group and relay events during international competitions.
Decision on Officials Deferred
Meanwhile, the ISU postponed a decision on the return of Russian and Belarusian judges and officials. The organization said it will review the matter after the 2026โ27 season concludes.
The ISU suspended athletes from both countries following Russia’s full-scale invasion of Ukraine. Separately, Russia has competed under various Olympic restrictions since 2016 because of a state-sponsored doping program. Consequently, Russian athletes appeared under neutral or alternative designations at the 2018 Winter Olympics and the 2021 and 2022 Olympic Games.
