Proposed arrangement would place surrendered weapons under Palestinian technocratic administration and international force supervision
JERUSALEM: Israel and the United States have reached an understanding on an initial mechanism for transferring weapons surrendered by Hamas as part of a proposed disarmament process in Gaza, according to a source cited by The Jerusalem Post.
Under the arrangement, weapons handed over during the first stage would pass to the proposed National Committee for the Administration of Gaza (NCAG), a Palestinian technocratic authority, and the International Stabilization Force (ISF).
US Maj-Gen Jasper Jeffers, who heads the ISF, would oversee the weapons transfer process, according to the report.
The understanding emerged during discussions between Israeli Prime Minister Benjamin Netanyahu, senior Israeli security officials and representatives of the US-backed Board of Peace.
Reconstruction Tied to Complete Disarmament
Meanwhile, Israeli officials reportedly told participants that reconstruction in Gaza would not begin until Hamas had fully disarmed throughout the territory.
Israel also maintained that its targeted military operations against Hamas would continue. Officials said no agreement required Israel to halt targeted killings, withdraw from the existing โYellow Lineโ or reduce troop numbers under the current framework.
Furthermore, Israeli officials said Hamas must begin surrendering weapons immediately if it wants to demonstrate genuine commitment to the proposed process.
Hamas has previously rejected a Board of Peace disarmament proposal and sought changes to its provisions.
Disarmament Remains Central Test for Gaza Plan
The meeting included Board of Peace figures Jared Kushner, Tony Blair and Nikolay Mladenov alongside US and Israeli officials.
Consequently, Hamasโs disarmament remains the principal condition determining whether the broader Gaza framework can progress toward reconstruction and changes in Israelโs military posture.
Later, Israeli President Isaac Herzog met Board of Peace representatives and stressed that future steps must protect Israelโs security while promoting regional stability.
Israeli officials maintained that substantial reconstruction would depend on verifiable progress toward dismantling Hamasโs military capabilities.
