Pakistan is moving closer to a major energy sector investment with plans for a $4.5 billion refinery in Hub, Balochistan. The project aims to strengthen energy security and reduce reliance on imported refined petroleum products.
The proposed facility will be developed by SPEC Refinery Pvt Ltd. Company representatives recently discussed the project with Jam Kamal Khan during a high-level meeting.
Officials said the refinery could significantly enhance Pakistanโs industrial and energy capabilities. Moreover, it is expected to support long-term economic growth and investment.
Pakistanโs First Deep Conversion Refinery
According to company representatives, the facility will be Pakistanโs first deep conversion greenfield refinery. The plant will utilize advanced processing technology to maximize high-value petroleum production.
Furthermore, the refinery will process various grades of crude oil from international markets. This capability is expected to improve operational flexibility and efficiency.
The company requested government support under the Greenfield Refinery Policy. It also sought the timely issuance of remaining approvals from the Federal Board of Revenue.
Officials stated that preliminary groundwork has already started. Meanwhile, detailed implementation plans are currently being finalized.
Project Expected to Create Jobs and Boost Industry
Chairman Zafar Sheikh said the investment could generate around 2,000 direct and indirect jobs. Employment opportunities are expected during both construction and operational phases.
Additionally, the project aims to promote technology transfer and workforce development. Experts believe it could stimulate industrial activity across Hub and surrounding areas.
The company also revealed plans for future downstream petrochemical facilities. These plants could produce industrial feedstocks and other value-added products for local manufacturers.
Speaking during the meeting, Jam Kamal highlighted Pakistanโs strategic geographic position. He noted that growing trade corridors and connectivity initiatives continue to attract investment.
The minister emphasized that projects like the Hub refinery can enhance industrial capacity and energy security. Furthermore, they can support import substitution, export growth, and sustainable economic development.
