US Moves to Reduce Dependence on Chinese Mineral Supplies
The Trump administration is providing $58 million in financing to three critical mineral companies as Washington seeks to strengthen domestic supply chains and reduce dependence on China.
The financing will be provided through the US Export-Import Bank.
The funds will support projects involving graphite, tantalum, niobium and boron. These minerals are widely used in batteries, electronics, aerospace equipment, energy systems and defence technologies.
The announcement comes as President Donald Trump intensifies efforts to expand American mining and mineral processing.
Washington views access to critical minerals as an increasingly important national security issue.
China dominates the production or processing of several materials needed for advanced technology and defence manufacturing.
US officials have warned that heavy dependence on foreign suppliers could create serious risks during geopolitical disputes or supply disruptions.
Export-Import Bank Chairman John Jovanovic said critical mineral security was directly connected to national security.
He said the financing would strengthen supply chains, support American industries and create well-paid jobs.
The investments are also intended to protect US consumers and manufacturers from sudden disruptions in global mineral supplies.
Graphite and Rare Metals Projects Receive $50 Million
Westwater Resources will receive a $25 million loan for its graphite project in Alabama.
The company is developing a mine and processing facility that could become the first major domestic source of natural graphite in the United States.
Graphite is an essential component in lithium-ion batteries.
It is particularly important for battery anodes and represents one of the largest materials by volume used in electric vehicle batteries.
The United States currently relies heavily on foreign sources for battery-grade natural graphite.
China controls a significant portion of global natural graphite production and an even larger share of processed battery anode materials.
Westwater plans to process natural flake graphite into battery-grade material for use in electric vehicles, smartphones, laptops and energy storage systems.
Privately held Global Advanced Metals will receive another $25 million.
The financing will support an expansion of its US processing operations for tantalum and niobium.
The company mines the minerals in Australia and processes them at facilities in Pennsylvania.
The United States does not currently mine either mineral domestically.
Tantalum is widely used in capacitors found in smartphones, automobiles and other electronic devices.
Niobium is commonly added to steel and other alloys to increase strength.
It is used in products including aircraft components and pipelines.
Expanding domestic processing could therefore reduce US exposure to overseas supply disruptions even when the raw materials are mined abroad.
California Boron Project Secures $8 Million
The third financing package will go to 5E Advanced Materials.
The company will receive an $8 million loan to increase boron production in California.
Boron was added to the US government’s critical minerals list in 2025.
The mineral has several strategic applications.
It is used in nuclear energy, defence equipment, body armour, semiconductors, agriculture and advanced manufacturing.
The United States currently imports most of its boron requirements.
5E Advanced Materials is developing a major boron and lithium resource in Southern California.
The company says its project could strengthen US access to domestically produced boron and support industries considered important to national security.
Commercial production at the project is currently targeted for 2028.
The $58 million financing package forms part of a much wider US strategy to secure critical mineral supplies.
The Export-Import Bank has already increased its involvement in the sector.
Earlier this year, it announced a major public-private initiative designed to establish a strategic US critical minerals reserve.
That project includes the possibility of up to $10 billion in direct financing and is designed to create stockpiles of essential raw materials inside the United States.
The latest financing was announced as Trump prepared to meet executives from major global mining companies in Washington.
The talks are expected to focus on increasing mineral production, strengthening processing capacity and reducing strategic dependence on overseas suppliers.
For the administration, the issue extends beyond electric vehicles and consumer electronics.
Critical minerals are also required for weapons systems, aircraft, communications equipment and other technologies considered essential for national defence.
The three loans therefore represent part of Washington’s broader effort to rebuild mining and processing capacity while competing with China for control of strategically important supply chains.
