The Punjab Local Government Department has introduced new rules for nikah registrars to strengthen marriage registration and help prevent underage marriages.
The revised requirements also aim to improve record keeping and ensure registrars follow a more organised registration process across the province.
Nikah Registrars Face Jurisdiction Limits
Under the new rules, nikah registrars can only register marriages conducted within their assigned jurisdiction.
They will not be allowed to register a nikah performed outside their designated area.
The restriction aims to improve accountability and ensure marriage records remain linked to the relevant local government authority.
90% Marks Required for Appointment
The department has also introduced qualification requirements for new nikah registrars.
Applicants must pass the relevant examination with at least 90% marks to qualify for appointment.
The requirement sets a higher academic standard for individuals responsible for maintaining official marriage records.
Digital Skills Made Mandatory
The Punjab government has also made basic digital skills compulsory for nikah registrars.
Applicants must know how to use the internet and mobile phones. Those who cannot operate the required digital system will not qualify for appointment.

Registration Must Be Completed Within Seven Days
The revised rules require registrars to complete marriage registration within seven days of the nikah.
They must then submit the marriage record to the concerned Union Council.

Criminal Cases Can Affect Eligibility
The Local Government Department has also introduced restrictions based on criminal records.
Under the new rules, individuals facing a registered criminal case will not qualify for appointment as nikah registrars.
