The Mufti Mahmood Centre in Peshawar has come under scrutiny after documents reportedly revealed details about its land acquisition, construction funding and alleged encroachments on government property.
The centre, located along Peshawar’s Ring Road, is associated with Jamiat Ulema-e-Islam-Fazl (JUI-F), led by Maulana Fazlur Rehman. The reported findings have raised questions about the use of public land and the sources of funding for the project.
Questions Raised Over Land and Funding
According to the documents, approximately 79 kanals of land were purchased for the centre in 2003. The property was reportedly registered in the name of Maulana Fazlur Rehman.
Questions have also emerged about claims that the Libyan government provided financial assistance for construction. However, the amount, source and utilisation of the alleged foreign funding remain unclear.
The available reports have called for greater transparency and disclosure of relevant financial records.
Survey Identifies Alleged Encroachments
Drone footage reportedly shows an outer metal-framed enclosure extending into the 52-foot setback area along Peshawar Ring Road.
A joint technical survey involving the Peshawar Development Authority (PDA), district administration, Capital Metropolitan Government and Pakhtunkhwa Highways Authority reportedly identified structures beyond the designated limits.
These included parts of the outer boundary, security installations and other structures extending into the highway corridor.
Authorities Previously Issued Notices
According to the reported records, authorities issued a final show-cause and demolition notice on October 27, 2019. It directed the centre’s administration to remove the alleged encroachments within three days.
A fresh notice reportedly followed in May 2026. However, the disputed structures remained in place.
The matter has renewed debate over enforcement of land-use regulations and protection of public property. Authorities have faced calls to examine the records and apply encroachment laws consistently, regardless of an institution’s political or religious affiliations.
