The Punjab government has unveiled a major economic transformation plan worth nearly Rs2 trillion, targeting higher exports, industrial growth and employment opportunities.
The Punjab Innovation for Value, Opportunity and Transformation (PIVOT) Plan covers the fiscal years 2026-27 to 2028-29. It aims to generate an additional $6.8 billion in exports and create 162,000 jobs over three years.
The programme carries a total investment of Rs1,995 billion. This includes Rs1,089 billion in government funding and Rs906 billion expected from private investors.
Industry Gets the Largest Investment Share
The plan allocates Rs753.7 billion to industrial development and export competitiveness. It focuses on sectors such as textiles, garments, leather, pharmaceuticals, sports goods, cutlery, ceramics and fans.
The government also plans to provide concessional financing worth Rs300 billion to eligible businesses. Interest rates will range between zero and five per cent, depending on the financing category.
Furthermore, Rs50 billion will support solar installations and battery storage. Another Rs50 billion will fund machinery duty reimbursements to help manufacturers upgrade production facilities.
Agriculture and Tourism Also Included
The initiative also targets agricultural value addition through specialised processing parks in Sargodha, Khanewal, Okara and Bhakkar.
It includes funding for farm mechanisation, livestock development, meat processing and aquaculture. Meanwhile, Rs471 billion has been allocated to eight tourism circuits through public-private partnerships.
Skills Development and Employment Targets
The programme aims to train more than 850,000 skilled workers and strengthen technical education. It also targets digital services, e-commerce expansion and improved business regulations.
The government expects the initiatives to increase productivity and attract investment across Punjab.
However, the export and employment figures remain programme targets. Their achievement will depend on implementation, private-sector participation and sustained economic activity over the next three years.
