Iran appears to be shifting its military doctrine from a primarily defensive posture toward a more offensive approach.
Islamic Revolutionary Guard Corps Brigadier General Yadollah Javani said the change reflects a significant development in Tehran’s military strategy.
He also warned Iran’s adversaries to “anticipate strategic surprises” as the country adopts its new approach.
Iran Signals Shift Toward Offensive Strategy
Javani said Iran’s military doctrine is moving beyond traditional defensive operations.
According to him, Tehran now intends to give defensive actions a more offensive character. The aim would be to neutralise potential threats before they can escalate.
The remarks suggest a more proactive approach to dealing with perceived threats against Iran.
Meanwhile, the shift comes under new commander-in-chief Major-General Ahmad Vahidi, who has emphasised “maximum deterrence” as part of Iran’s military approach.
What Does Iran’s New Approach Mean?
Under the approach described by Javani, defensive operations would not necessarily remain limited to responding to attacks.
Instead, Iran could seek to proactively neutralise threats as part of its broader security strategy.
Javani presented the approach as a way to prevent Iran’s adversaries from gaining an advantage through surprise.
“The enemy should know that it cannot catch us off-guard,” he said. “Instead, it is the enemy that must anticipate strategic surprises.”
The statement reflects Tehran’s emphasis on deterrence while signalling a potentially more proactive military posture.

Javani also stressed that Iran would take action when necessary to protect its territory and security.
“Whatever is necessary to defend this land, ensure security, and neutralise enemy threats will be executed at the appropriate time,” he added.
His comments reinforce the message that Iran intends to retain flexibility over how and when it responds to perceived threats.
At the same time, the statements provide no specific details about possible future operations.
Tehran Emphasises “Maximum Deterrence”
The reference to “maximum deterrence” places deterrence at the centre of Iran’s evolving military doctrine.
However, Javani’s remarks indicate that Tehran increasingly views deterrence through a proactive lens. Therefore, defensive measures could also involve actions designed to neutralise threats before they reach Iran.
The shift marks a notable change in the language surrounding Iran’s military strategy.
For now, Iranian officials have focused on the doctrine and its intended purpose. Yet, the warning to adversaries suggests Tehran wants potential opponents to reconsider any assumptions about Iran’s ability to respond.
