The Capital Development Authority (CDA) has ordered officials to seal the site and marketing offices of Itifaq Residencia. The housing scheme sits on Simly Dam Link Road in Islamabad’s Zone-IV (D).
According to a CDA document, the scheme started development without an approved Layout Plan or No Objection Certificate (NOC). The authority has declared the development, structures and land use illegal under relevant regulations.
CDA Takes Action Against Housing Scheme
The CDA said private sponsors need approval before starting a housing scheme in Islamabad. The authority cited the CDA Ordinance 1960 and ICT Zoning Regulations 1992.
It also referred to regulations introduced in 2023 for private housing and other projects. These rules cover Zones II, IV and V.
Meanwhile, the CDA had already issued notices to the sponsors.
The authority issued the first notice on May 23, 2025. It later issued a show-cause notice on May 20, 2026.
Officials ordered the sponsors to stop development and marketing activities.
They also directed them to halt the sale, purchase, allotment and transfer of plots.
Offices Face Sealing
The sponsors reportedly failed to obtain the required approvals despite the notices.
Therefore, the Regional Planning Directorate directed the Enforcement Directorate to seal the project offices.
The order covers both the marketing office and site office.
The CDA also called for joint action against unauthorised structures.
Officials will demolish or remove structures that violate approved planning rules.
Furthermore, the authority directed utility providers to follow CDA-approved plans.
They can issue connections only where approved layout and building plans support them.
CDA Targets Illegal Housing Advertisements
The authority also wants relevant departments to stop advertisements for unapproved projects.
This includes advertisements published in newspapers and circulated online.
The CDA said it had already warned the public about illegal housing schemes.
It published public notices in national newspapers and uploaded them to its website.
However, the authority said the sponsors still failed to secure the required approvals.
Action Highlights Islamabad Planning Rules
The latest action shows the CDA’s continued focus on unauthorised housing developments.
The authority has stressed that developers must obtain approvals before marketing or developing projects.
For now, the sealing order places Itifaq Residencia’s development and marketing activities under enforcement action. The CDA will also coordinate with other departments to remove unauthorised structures and restrict services linked to unapproved development.
