China is pushing for deeper artificial intelligence cooperation among BRICS nations through a new open-source initiative. President Xi Jinping proposed creating an “open-source zone for artificial intelligence” during the BRICS summit in New Delhi.
China will lead the proposed initiative, which aims to expand cooperation among the group’s 11 member countries.
Xi Pitches Open-Source AI Cooperation
Xi’s proposal forms part of his broader “initiative on open-source and inclusive AI.” The plan focuses on sharing AI development and applications.
According to a readout of Xi’s speech, the initiative would “support cooperation in the development and application of large language models.”
The proposal also includes “specialised research and training on AI” for BRICS countries. Xi said the broader goal is “building an open ecosystem for AI”.
Open-source AI models allow users to access underlying code and adapt the technology for different purposes.
Chinese AI companies have developed major open-source AI models. Meanwhile, US developers have generally favoured more closed approaches.
China Calls for Global AI Rules
Beyond cooperation among BRICS members, Xi also called for broader international coordination on artificial intelligence.
He proposed establishing a “broad, consensus-based global AI governance framework”.
The proposal comes as governments face growing concerns over the rapid development of artificial intelligence. Consequently, questions about how AI should be governed have gained greater international attention.
Xi’s proposal places BRICS cooperation within that wider debate over the future of AI development and regulation.
BRICS Seeks Greater Role in Global Affairs
The BRICS bloc includes China, Russia and India among its 11 members. It was established in 2009 as a forum for major emerging economies.
The group seeks greater influence within international institutions traditionally dominated by Western powers.
Therefore, Xi’s AI proposal could strengthen cooperation among BRICS countries in a rapidly developing technology sector.
The initiative would combine AI research, training and large language model development. At the same time, it would promote a more open approach to AI cooperation.

Xi is expected to visit the United States this month for talks with President Donald Trump.
Artificial intelligence governance could feature in those discussions as concerns grow over the rapid development of the technology.
