The Punjab Higher Education Commission (PHEC) has directed all public and private universities across the province to observe Youm-e-Istehsal (Kashmir) on August 5, 2026. The commission has also instructed institutions to organize a series of educational and awareness activities to mark the occasion.
The directive follows instructions issued by the Higher Education Department, Government of Punjab. Consequently, universities have been asked to ensure full compliance and active participation from students, faculty members, and administrative staff.
PHEC Issues Reminder to Universities
In a reminder issued on July 31, the Punjab Higher Education Commission asked university registrars to implement the official instructions regarding the observance of Youm-e-Istehsal (Kashmir).
The commission emphasized that universities should arrange activities that promote awareness while encouraging meaningful participation from the academic community.
Furthermore, institutions have been advised to publicize the observance through their official communication channels.
Wide Range of Activities Planned
According to the notification, universities have been instructed to organize several activities throughout the day.
The observance will begin with a one-minute silence at 9:00 a.m. In addition, universities will hold awareness seminars, speech and declamation competitions, essay writing contests, and debates focused on themes related to Youm-e-Istehsal (Kashmir).
These activities are intended to engage students while creating opportunities for academic discussion and public awareness.
Students and Faculty Asked to Participate
The Punjab Higher Education Commission has directed universities to ensure the active involvement of students, faculty members, and staff in all planned events.
Moreover, institutions have been encouraged to provide appropriate publicity for the activities through their official platforms. This approach aims to maximize participation and ensure that the observance receives adequate visibility.
Universities Must Submit Reports by August 10
Following the completion of the events, universities will be required to submit a brief report to the Punjab Higher Education Commission.
The report must include photographs documenting the activities conducted on campus. According to the commission’s instructions, all reports should be submitted to the designated PHEC email addresses no later than August 10, 2026.
The reporting requirement is intended to document the observance across educational institutions and ensure compliance with the commission’s directives.
Through these instructions, the Punjab Higher Education Commission aims to ensure coordinated observance of Youm-e-Istehsal (Kashmir) across universities throughout the province while encouraging participation through academic and awareness-based activities.
