The Prime Minister’s Office has initiated a comprehensive performance evaluation of federal ministries and divisions to assess their efficiency, progress, and implementation of government priorities since February 2024.
The review is designed to strengthen accountability across government institutions. It also aims to measure how effectively ministries have carried out their assigned responsibilities and delivered on key national objectives.
Evaluation Covers Key Federal Ministries and Divisions
The assessment includes 18 ministries linked to economic growth and infrastructure development. Additionally, it covers 14 regulatory and oversight ministries alongside nine divisions responsible for social and cultural services.
To ensure consistency, the Prime Minister’s Office has introduced a standardized evaluation proforma. As a result, all ministries and divisions will report their performance using the same framework.
The review also includes major institutions such as the Ministry of Planning, Development and Special Initiatives and the Ministry of Poverty Alleviation and Social Safety.
Ministries Directed to Submit Detailed Progress Reports
Under the new evaluation framework, ministries have been instructed to provide complete details of their assigned responsibilities.
They must outline implementation timelines, report the completion status of projects, and identify pending tasks. Furthermore, departments are required to explain the reasons behind any delays and highlight the obstacles affecting progress.
The evaluation also requires ministries to present corrective measures taken to overcome these challenges.
Focus on Reforms and Administrative Efficiency
The performance review extends beyond project implementation. Ministries must also explain the reforms introduced to improve institutional efficiency and governance.
The reporting format requires departments to describe measures aimed at reducing costs, modernizing administrative systems, and strengthening human resource management.
In addition, ministries must provide evidence of initiatives undertaken to improve service delivery and operational performance.
Development Projects Under Close Scrutiny
The Prime Minister’s Office has also directed ministries to submit detailed information about ongoing and completed development projects.
Departments must include project completion dates, implementation outcomes, and evidence showing that public funds were utilized effectively.
This requirement is intended to improve transparency and strengthen oversight of government spending.
Evaluation Linked to Legal Responsibilities
The performance assessment has been linked directly to ministries’ responsibilities under the Rules of Business, 1973.
Accordingly, every reported achievement must be supported by verifiable documentation. The Prime Minister’s Office has made it clear that incomplete reports or generic explanations will not be accepted during the evaluation process.
The initiative reflects the government’s broader effort to improve institutional performance, enhance accountability, and ensure that ministries remain focused on delivering measurable results in line with national development priorities.
