The government is considering a major restructuring of the National Cyber Crime Investigation Agency (NCCIA), including a proposal to rename it Cyber Police. The proposed model would bring cybercrime investigations closer to the district police system while creating a joint mechanism between conventional police and specialised cyber investigators.
The proposals have reportedly been submitted to the Ministry of Interior for consideration. However, the restructuring and name change have not yet received final approval.
Cyber Police Stations Proposed Across Districts
Under the proposed structure, Cyber Police stations could be established in every district.
A Station House Officer (SHO) would head these stations instead of the deputy directors currently associated with NCCIA offices.
Larger districts could have officers of SP and DSP ranks overseeing cybercrime operations. Meanwhile, smaller districts would reportedly have Cyber Police stations supervised by a DSP-level officer.
The proposal also includes converting existing NCCIA buildings into Cyber Police stations.
New Cyber Police Setup Proposed for Lahore
Lahore could receive a more extensive cybercrime structure under the proposed plan. Authorities are considering establishing a Cyber Police station in every police division of the city.
The proposal reportedly includes one SSP and two SPs to oversee cyber policing operations across Lahore.
This structure would give cybercrime investigators a stronger connection with local police formations.
Police and Cyber Police to Work Together
The proposed restructuring would also integrate cybercrime investigations with the district police system. A joint mechanism involving police and Cyber Police would handle cybercrime cases under the new model.
The plan could therefore create closer coordination between officers investigating conventional crimes and those handling digital offences.
This would potentially allow local police to refer cyber-related cases to specialised investigators while maintaining coordination at the district level.
NCCIA Currently Handles Cybercrime Investigations
The NCCIA currently operates under the Ministry of Interior and Narcotics Control. Its official mandate includes investigating cybercrime, conducting digital forensics and pursuing prosecutions. The agency handles cases involving offences such as online fraud, harassment and data breaches.
The agency currently maintains offices across several regions, including Islamabad, Punjab, Khyber Pakhtunkhwa, Sindh, Balochistan and Gilgit-Baltistan.
Its existing system includes regional offices that cover multiple districts rather than maintaining a dedicated office in every district.
Interior Ministry to Take Final Decision
The proposed restructuring was reportedly forwarded to the Interior Ministry by the NCCIA Director General. The ministry will decide whether to approve the proposed name change and administrative structure.
For now, Cyber Police remains a proposal rather than an officially implemented replacement for the NCCIA.
If approved, the plan would significantly change how Pakistan handles cybercrime by expanding specialised policing at the district level and linking cyber investigations more closely with conventional police operations.
