The Sindh Cabinet has approved the appointment of an expert to prepare the Provincial Finance Commission Award.
Chief Minister Murad Ali Shah chaired the cabinet session on Tuesday. During the meeting, the cabinet approved Dr. Ashraf Wasti as an individual consultant.
Dr. Wasti will work on preparing the new Provincial Finance Commission Award for six months.
The process will include a detailed financial analysis of the province’s resource distribution system. Authorities will also review the existing resources distribution model.
In addition, the previous Finance Commission Award will come under review.
The government will consult relevant stakeholders while preparing the new award. Therefore, the process will consider different views before finalising the resource distribution framework.
CM highlights fair resource distribution
Chief Minister Murad Ali Shah said the Finance Commission Award remains important for ensuring fair resource distribution among local councils.
The new award will examine how available resources should be distributed across local government institutions. The financial review will also assess the previous award and the existing distribution model.
Meanwhile, consultations with stakeholders will form part of the preparation process.
Sindh approves PPP amendment bill
The Sindh Cabinet also approved changes to the province’s Public Private Partnership system. The cabinet approved the Public Private Partnership Second Amendment Bill 2026.
Under the approved restructuring, the existing PPP unit will be transformed into a government-owned private company.
The new entity will be named Sindh Public Private Partnership (Pvt) Ltd. The PPP unit’s authority, functions and staff will transfer to the new company.
Furthermore, all records and pending operations of the existing PPP unit will move to the new entity.
Government aims to improve PPP performance
The cabinet was informed that the PPP unit is being reorganised to improve its administrative and practical performance.
The restructuring also aims to support the timely completion of partnership projects. The cabinet approved the transformation of the PPP unit into a corporate entity.
However, the reorganisation will not end existing operations. The cabinet clarified that current operations will continue after the restructuring.
Employees’ services will also continue despite the transformation into the new corporate structure. The decision follows an earlier cabinet decision taken on August 5, 2026.
The latest cabinet session formally approved the reorganisation of the PPP unit in line with that decision.
As a result, Sindh has moved forward with both the preparation of its new Provincial Finance Commission Award and the restructuring of its PPP system.
