Pakistan is looking to give its seafood industry a fresh push with a new performance-based export incentive scheme. The proposed plan would reward exporters who increase their sales abroad while keeping the existing tax system unchanged.
Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry said the initiative could make Pakistan’s seafood sector more competitive. He also believes better incentives could encourage businesses to invest in fisheries and explore new international markets.
To develop the scheme, the government has formed a four-member committee. The committee will review the proposed mechanism and present its recommendations to the minister within one week.
Committee to Review Fish Export Incentives
Fisheries Development Commissioner Dr Muhammad Hafeez-ur-Rehman will lead the committee. Korangi Fish Harbour Authority Director General Dr Shahid will also join the panel.
Marine Fisheries Department Director General Dr Mansoor Wasan and Assistant Commissioner Fisheries Muhammad Farhan Khan are also members.
The committee will speak with exporters and other industry stakeholders before finalising its recommendations. It will also prepare proposals for national awards to recognise exporters who perform exceptionally well.
Dr Mansoor Wasan said targeted incentives could help Pakistani seafood businesses compete more effectively overseas. He also stressed the importance of closer coordination between exporters and government authorities.
Under the proposed system, businesses would receive incentives based on additional export growth. This approach could encourage companies to expand their overseas sales without changing the current tax structure.
Seafood Exports Reach $568 Million
Pakistan’s fisheries sector contributes significantly to export earnings and employment. According to Junaid Anwar Chaudhry, seafood exports reached $568 million during fiscal year 2025-26.
The minister said Pakistan now has an opportunity to attract more investment into the sector. Better cooperation with exporters could also help address industry challenges and open doors to new markets.
Meanwhile, the government wants to improve seafood quality standards and promote value-added products. These improvements could make Pakistani seafood more attractive to international buyers.
Government Pushes Industry Collaboration
The minister has directed the committee to consult exporters, processors and other stakeholders. Their feedback will help officials create practical measures for increasing exports.
A performance-based system could encourage established businesses to expand while attracting new investment. It may also create employment opportunities across the fisheries and seafood supply chain.
