ISLAMABAD: Dr. Raghib Naeemi, Chairman of the Council of Islamic Ideology (CII), stated on Monday that the use of Virtual Private Networks (VPNs) is not inherently unlawful or un-Islamic, but their misuse for accessing illegal or unethical content is inappropriate and condemnable.
Clarifications on VPN Usage
Dr. Naeemi explained that if VPN usage leads to blasphemy, religious defamation, or the spreading of unrest, it becomes both un-Islamic and illegal. He emphasized that Article 19 of the Constitution allows freedom of expression but within limits that safeguard religion, national integrity, and social harmony.
Broader Social Issues
Dr. Naeemi also addressed other societal matters, stating that evidence of money laundering through madrassas would warrant legal action against their management. Additionally, he termed the trade of human breast milk unethical and impermissible under Islamic principles.
Recommendations for Reforms
- Second Marriage Approval: Dr. Naeemi proposed that the authority to approve a second marriage be shifted from the wife to the Union Council.
- Dowry Limitations: He also suggested legislation to cap dowries at one tola (11.66 grams) of gold, aiming to ease financial burdens on families.
Promoting Responsible Technology Use
In a related clarification, the CII reiterated the importance of aligning technology use with Islamic values, advocating for responsible digital behavior. “VPNs themselves are not unlawful, but their use must be constructive and aligned with ethical principles,” the council stated.
The CII encouraged Muslims to utilize social media as a means to disseminate Islamic knowledge, education, and positive ideas, underscoring its potential for noble purposes.
