The Punjab government has introduced a revised licensing framework that exempts grocery shops from business licensing by district market committees across the province.
The change comes under new standard operating procedures, rules and regulations issued by the provincial authorities. Under the revised system, district market committees will no longer have the authority to issue business licences to grocery stores operating within their respective jurisdictions.
Instead, the committees will focus their licensing powers on shops and businesses operating in wholesale markets.

Under the new framework, grocery retailers will no longer need to obtain business licences from district market committees.
The decision changes the role of these committees, which previously handled licensing requirements for various businesses within their areas. Now, their licensing authority will mainly cover shops operating inside designated wholesale markets.

Grocery Merchants Association Welcomes Decision
The Grocery Merchants Association has welcomed the development following discussions with government officials and the provincial bureaucracy.
Divisional President of the association Saleem Parvez Butt said the organisation had held successful negotiations with the bureaucracy and the government in Lahore.
According to Butt, the discussions helped address concerns surrounding licensing requirements for grocery businesses.
The association has been seeking greater clarity over the regulatory framework affecting grocery retailers. The latest decision now removes district market committee licensing from the requirements applicable to grocery shops.
New Rules Could Reduce Administrative Burden
The exemption could make it easier for grocery retailers to operate without dealing with an additional licensing process through district market committees.
