ISLAMABAD: The Supreme Court has instructed Law Ministry officials to assist in forming an impartial committee that would offer recommendations for strengthening legal education in the country.
A three-judge panel, led by Chief Justice of Pakistan (CJP) Justice Umar Ata Bandial, ruled that the committee should consider how many law schools can operate because of a perceived decline in educational quality caused by the proliferation of institutions.
According to Malik Aneeq Khatana, who had filed the petition, the court issued an order restraining those lawyers from participating in elections who were enrolled either after passing based on 40 percent rather than 50 percent minimum marks or without passing the Law Graduate Assessment Test (LAW-GAT).
Khatana’s defence is being handled by Zafar Iqbal Kalanuri.
It was only after consultation with bar associations that the Chief Justice of Pakistan allowed the Law Ministry to set up the permanent committee.
The petitioner claims that attorneys in Punjab are “embarrassed and shocked” by the country’s calibre of legal education and believe that action must be taken to correct the situation.
In the end, only truth wins, Chief Justice Umar Ata Bandial said, no one knows how to handle criticism better than judges. The statement was made by Supreme Court Bar Association President Ahsan Bhoon, who expressed concern for the court’s willingness to allow criticism.
According to former Chief Justice of Pakistan Asif Saeed Khosa, at a hearing on July 22, 2019, “urgent actions” are needed to improve the quality of law instruction and to bring back the “nobility of the legal profession.”
Khosa remarked, “We have to start a campaign to restore the grandeur of the legal profession”.

The Supreme Court, responding to a petition by the Pakistan Bar Council, ruled that competent representation requires a combination of academic and professional training and abilities.
According to the ruling, the PBC was the primary regulator in charge of overseeing the quality of legal education.
Because of this, the Pakistan Bar Council (PBC) established the Pakistan Bar Council Legal Education Rules, 2015. (Rules).
The petitioners lamented the fact that legal education in Pakistan had devolved into a business rather than a vehicle for cultivating competent attorneys.
