The Pirwadhai General Bus Stand in Rawalpindi has been declared a security risk following an inquiry that identified serious safety shortcomings, financial mismanagement and irregularities in its operations.
A special inquiry committee of the Rawalpindi Municipal Corporation submitted its report to Deputy Commissioner Nadeem Nasir on October 14. The report highlighted inadequate security arrangements at the busy transport terminal, which handles approximately 40,000 passengers daily.
Established in 1976 across 210 kanals, the facility operates as a C-Class bus stand. However, it has only 37 active bays despite serving 65 transport companies, creating operational pressure.
Major Security Gaps Identified
The committee found that the terminal lacked a boundary wall, while its CCTV cameras were non-functional. It also highlighted inadequate passenger screening and weak controls over entry and exit points.
To address these concerns, the committee recommended constructing a perimeter wall, repairing surveillance cameras and establishing a dedicated control room. It also proposed hiring a private security company and deploying at least 25 guards.
Furthermore, authorities were advised to fully implement the Travel Eye system to strengthen passenger monitoring and improve security.
Financial Irregularities and Expansion Plans
The inquiry also examined the bus stand’s finances between 2018-19 and 2025-26. During this period, the facility generated Rs 668.2 million, excluding rental income from shops, petrol pumps, hotels and canteens.
Of the recorded revenue, Rs 170.1 million went towards development, while Rs67.1 million covered operational expenses. The remaining Rs 431 million was deposited into the Municipal Corporation’s general fund.
The committee also flagged the unauthorised subletting of bus bays, multiple companies sharing individual bays and encroachments obstructing passenger movement.
It recommended upgrading the terminal to a B-Class facility, increasing the number of bays to 80 and introducing a new master plan with computerised parking, arrival and departure systems.
