Pakistan and Russia are preparing to strengthen institutional cooperation against corruption and money laundering, with an agreement planned for November. National Accountability Bureau (NAB) Chairman Lieutenant General (retd) Nazir Ahmed discussed the proposed cooperation with Russian Ambassador Albert P. Khorev.
The meeting focused on institutional transparency, accountability and measures to improve coordination between the two countries.
NAB and Russia Prepare MoU
A key outcome of the meeting was discussion of a proposed Memorandum of Understanding (MoU) between NAB and Russia’s Office of the Prosecutor General. The agreement is scheduled to be signed in Moscow on November 6, 2026.
The proposed MoU will focus on strengthening cooperation against corruption and money laundering.
It is also expected to provide a framework for closer coordination between the relevant institutions of Pakistan and Russia.
NAB’s official website confirms that Nazir Ahmed is currently serving as chairman and has recently held several meetings focused on institutional cooperation and accountability.
Focus on Corruption and Money Laundering
During the meeting, both sides discussed ways to improve their anti-corruption frameworks.
Money laundering was also identified as an important area for cooperation.
Such institutional coordination can help authorities exchange experience and strengthen mechanisms for addressing financial crimes.
Moreover, cooperation between accountability and prosecution bodies can support more effective approaches to investigating corruption-related offences.
NAB has also expanded cooperation with other Pakistani institutions in recent months. In September, it signed an addendum with the Competition Commission of Pakistan to strengthen capacity building, technical cooperation and efforts against anti-competitive practices and corruption.
Russia Reaffirms Cooperation With Pakistan
Russian Ambassador Albert P. Khorev reaffirmed Moscow’s commitment to maintaining constructive dialogue with Pakistan. He also expressed support for further institutional cooperation between the two countries.
The planned agreement would add another area to Pakistan-Russia engagement by creating a formal channel for cooperation between their accountability and prosecution institutions.
Meanwhile, NAB’s recent activities show a wider focus on international and institutional coordination in financial crime and accountability matters.
MoU Signing Planned in Moscow
The planned November 6 signing will now be the next major step in the proposed Pakistan-Russia anti-corruption cooperation. If concluded as planned, the MoU could provide a formal basis for collaboration between NAB and Russia’s Office of the Prosecutor General.
The agreement is expected to focus on practical measures against corruption and money laundering.
For now, both sides are continuing discussions ahead of the planned signing, with institutional transparency and financial crime cooperation remaining key areas of focus.
