The federal government has introduced new Umrah regulations under the Hajj and Umrah Act 2024 to improve the management, monitoring, and regulation of Umrah services in Pakistan.
The new rules place greater responsibility on the Ministry of Religious Affairs and Interfaith Harmony and aim to protect pilgrims from fraud, unauthorized operators, and service-related issues.
Ministry Takes Control of Umrah Regulation
Under the updated framework, the Ministry of Religious Affairs will oversee all administrative, regulatory, and supervisory matters related to Umrah services.
Only companies verified by the ministry will receive permission to organize Umrah pilgrimages. This step aims to create a more transparent system for pilgrims choosing travel operators.
New Umrah Policy Committee Established
The ministry has formed an Umrah Policy Committee to develop a comprehensive national policy for pilgrimage services.
The committee will operate under the leadership of the Additional Secretary of the Ministry of Religious Affairs.
It will also include senior representatives from several government departments, including:
- Ministry of Interior
- Ministry of Foreign Affairs
- Ministry of Law and Justice
- Cabinet Division
The committee will focus on improving coordination and developing effective regulations for Umrah operations across Pakistan.
Verified Companies to Receive Official Approval
The Ministry of Religious Affairs has instructed all Umrah companies to complete verification of their Nusuk agreements according to the procedure available on its official website.
Companies that complete the verification process will become part of the ministryโs approved list of Umrah operators.
The ministry will publish this list publicly, allowing pilgrims to check authorized companies before booking their packages.
Pilgrims Advised to Choose Registered Operators
The government has advised pilgrims to arrange Umrah travel only through officially verified companies.
Authorities warned that people who select unregistered operators will remain responsible for any issues during the booking or travel process.
Furthermore, the ministry clarified that it will only handle complaints against Umrah companies that have completed official verification.
New Payment Guidelines for Umrah Pilgrims
The ministry has also advised pilgrims to make all payments through official banking channels.
