The federal government has cancelled all NOCs and permissions previously granted to government officers. The Establishment Division issued an office memorandum on Wednesday regarding the decision. The move covers permissions granted under the Government Servants Conduct Rules, 1964.
Officials will now have to submit fresh applications under the Civil Servants Conduct Rules, 2026.
Officers Must Seek Fresh Approvals
According to the memorandum, all NOCs and permissions issued under the previous rules now stand cancelled. Therefore, officers must apply again to obtain the required approvals.
The directive applies to officials from the Secretariat Group, Office Management Group and other government groups. The new process will bring their existing permissions under the framework of the Civil Servants Conduct Rules, 2026.
Foreign Awards and Titles Also Covered
The new requirements also cover permissions for receiving awards and titles from foreign countries. Officials will need fresh approval before accepting such recognition from foreign organisations or personalities.
Similarly, government officers will have to seek permission before sharing official documents or other information with the media. These requirements will now be handled under the new conduct rules.
The Establishment Division’s directive effectively requires officers to renew permissions that were previously granted under the older framework.
As a result, officials who already hold such approvals will need to follow the new application process.
The development marks a shift from the previous conduct rules to the newly introduced regulatory framework for federal civil servants.
