The Federal Board of Revenue (FBR) has directed officers in Grade 17 and above to submit their income and asset declarations through an online portal.
Under the new system, eligible officers must complete the digital declaration process by October 30. The initiative replaces the previous manual method and aims to streamline the submission and verification of official declarations.
FBR Introduces Digital Declaration System
According to an FBR circular, the Establishment Division is working with the tax authority to digitize the submission, verification and publication of declarations.
The system covers civil servants in BS 17 and above.
It is being implemented under Section 15-A of the Civil Servants Act, 1973, and Rule 12 of the Civil Servants (Conduct) Rules, 2026.
Officers must provide their name, designation, active email address, mobile number and CNIC to their respective cadre administrator.
These details will allow officials to create accounts for officers on the FBR portal.
Officers Must Provide Personal Email Addresses
The Establishment Division has instructed officers to provide personal email addresses that remain active during transfers. This requirement will ensure officers continue receiving system notifications after moving to different official postings.
Once an account is created, the FBR will notify the concerned officer through email, SMS or another designated communication channel.
Officers must then complete their income and asset declarations through the online system within the specified deadline.
Parliament Approved Digital Asset Declarations
The move follows amendments approved by Parliament in June 2025.
The amendments require officers in BPS 17 to 22 to submit asset declarations digitally and make them publicly accessible. However, the rules include safeguards for sensitive personal information.
The Establishment Division formally advanced the digital system on September 16, directing Grade 17 and above officers to submit their declarations through the FBR portal.
The new process is expected to make the declaration system more streamlined while improving access to and verification of officials’ financial information.
