The Federal Board of Revenue (FBR) has started accepting Income Tax Returns for Tax Year 2026 and introduced relief for first-time taxpayers. New filers can now become part of the Active Taxpayers List (ATL) without paying the previously applicable Rs25,000 surcharge.
The development has removed uncertainty among individuals who were unsure whether filing their first tax return would restore their active taxpayer status.
First-Time Filers Gain ATL Status Without Extra Fee
Tax expert Amer Sharif confirmed that a first-time taxpayer recently filed a Tax Year 2026 return and received Active Taxpayer status without paying the additional surcharge.
โThis means that if you file your Tax Year 2026 return, your name should be included in the Active Taxpayers List, usually within 24 hours,โ he said.
According to Sharif, the latest development has cleared confusion regarding ATL registration for new taxpayers. He explained that first-time filers can now receive active status automatically after submitting their Tax Year 2026 returns.
Previously, taxpayers who missed filing requirements faced additional charges to regain their active status. However, the latest update provides relief to individuals who want to comply with tax regulations without paying extra fees.
Relief for Taxpayers Facing Transaction Issues
The change offers significant relief to people whose financial activities faced restrictions because of inactive ATL status.
Sharif said the update would help taxpayers whose transactions remained affected due to their inactive status. Moreover, it confirms that filing the Tax Year 2026 return can restore ATL status for first-time filers.
The move is expected to encourage more individuals to submit their tax returns and become part of the documented tax system.
FBR Opens Tax Year 2026 Filing Portal
The FBR has officially opened its online portal for Income Tax Return filing for Tax Year 2026. Taxpayers can submit their returns until September 30, 2026.
Unlike previous years, the tax authority has not indicated any plan to extend the filing deadline.
Therefore, taxpayers are advised to complete their returns within the given timeframe to avoid complications. The latest measure by FBR aims to simplify the registration process and encourage more citizens to join the Active Taxpayers List.
