The National Database and Registration Authority (NADRA) has introduced a special facility for citizens who do not have birth certificates.
The facility allows eligible people to apply for a Computerised National Identity Card (CNIC) under specific age, family-record and verification conditions.
The arrangement will remain available until December 31, 2026.
Married Women Can Apply Without Birth Certificates
Women aged 18 and above can use the facility if they meet the required conditions.
Married women must present a computerised Nikah Nama issued by the Union Council at a NADRA centre.
They must also provide the CNIC or NICOP of either their father or mother, along with their husband’s CNIC or NICOP.
The applicant must visit the NADRA centre with the relevant parent and husband for biometric verification.
If a parent or husband has died but their record is available with NADRA, the application can still be processed after verification.
NADRA officials may also ask questions to verify the applicant’s information.
Facility Also Available for Unmarried Women and Men
Unmarried women aged 18 and above can also apply under the special arrangement.
They do not need to provide a husband’s documents. However, they must meet the remaining documentation and verification requirements.
Men aged above 24 who have never obtained a CNIC can also apply.
They must have at least one parent and one sibling with a CNIC or NICOP.
The applicant must visit a NADRA centre with a parent holding a CNIC or NICOP.
If both parents are deceased, the applicant can visit with a sibling who has a CNIC or NICOP for verification.
NADRA Issues Important Warning
NADRA has advised applicants to provide accurate information during the application process.
Parents’ details, date of birth and place of birth will be recorded based on the information provided.
NADRA has warned that these details cannot be changed later for life under this facility.
Eligible citizens without birth certificates can apply at NADRA centres until December 31, 2026.
