Sindh to Create Specialized Unit for Social Media Oversight and Launch Think Tank to Combat Violent Extremism

Sindh Chief Minister Syed Murad Ali Shah has announced the formation of a dedicated unit to tackle the misuse of social media, alongside a new initiative aimed at addressing violent extremism across the province.

The decisions were made during the 32nd apex committee meeting held at the Chief Minister’s House on April 10, 2025, chaired by the CM himself.

The meeting highlighted the creation of a Social Media Protection and Regulatory Authority under the Prevention of Electronic Crimes Act (PECA). This authority is tasked with safeguarding individual rights online, regulating offensive or unlawful content, registering social media platforms, and potentially restricting or blocking access to platforms when necessary. It will also be empowered to issue content guidelines and coordinate with relevant bodies to take down harmful material.

In a parallel effort, the provincial administration also announced the establishment of a “Centre for Excellence on Countering Violent Extremism.” This center will focus on research, policy formulation, and the development of strategies to tackle violent extremism. It will also support the Financial Action Task Force (FATF) in probing terror financing and play a role in countering hate speech, online radicalization, disinformation, and youth involvement in extremist activities.

The chief minister directed the home secretary to submit the draft legislation for this initiative in the upcoming cabinet session.

Additionally, CM Murad emphasized the importance of inter-provincial cooperation with Punjab and Balochistan to launch coordinated operations against criminal gangs operating in riverine areas.

Addressing the issue of illegal immigration, the meeting was informed that Sindh had completed the first phase of the Illegal Foreigners Repatriation Plan (IFRP) during 2023–24, resulting in the repatriation of 85,916 undocumented foreigners. Transit centers were established in Karachi, Hyderabad, and Jacobabad under the supervision of respective Deputy Commissioners.

The chief minister also voiced concern over the rising number of road accidents and the deliberate torching of tankers and dumpers in Karachi. He instructed law enforcement agencies to take strict action against vehicles violating traffic laws and ensure the arrest of those involved in arson-related incidents.

The session was attended by key civil and military officials, including provincial ministers, the Corps Commander Karachi, Chief Secretary, DG Rangers, Home Secretary, Inspector General of Police Sindh, and representatives from FIA, Customs, and other relevant agencies.
