Lahore Police have finalized an extensive security strategy for Muharram-ul-Haram, introducing wide-ranging arrangements for Majalis, mourning processions, traffic regulation, and real-time surveillance across the provincial capital.
Authorities say the plan aims to maintain public safety, improve coordination, and ensure smooth movement throughout one of the most sensitive periods of the year.
Thousands of Religious Gatherings to Receive Security Coverage
During a security briefing held at Police Lines Qila Gujjar Singh, officials outlined preparations designed to support peaceful observance during Muharram.
According to the announced plan, Lahore will host 3,868 Majalis and 458 mourning processions during the religious period.
Officials categorized the gatherings based on security requirements.
The city will facilitate:
- 457 A-category Majalis
- 2,610 B-category Majalis
- 801 C-category Majalis
Meanwhile, security arrangements have also been prepared for processions, including:
- 104 A-category processions
- 308 B-category processions
- 46 C-category processions
In addition, authorities confirmed dedicated security deployment for 373 Imambargahs and 93 mosques located across Lahore.
Three-Tier Security Framework Activated
Police leadership stated that a structured three-layer security mechanism will remain active throughout Muharram.
The model aims to strengthen monitoring, improve rapid response capabilities, and maintain order around sensitive locations.
Officials explained that security personnel will operate through coordinated deployment zones while maintaining continuous communication channels.
Furthermore, security monitoring will continue around the clock to respond quickly to developing situations.
More Than 100,000 Security Duties Planned
Authorities revealed that police officers and personnel will perform more than 100,000 security duties during Muharram through a rotational deployment system.
The approach intends to maintain continuous operational coverage without disrupting response capacity.
To strengthen command and supervision, authorities have also established nine control rooms that will remain operational throughout the observance period.
These monitoring centres will coordinate field units and support rapid decision-making whenever required.
Technology to Play Central Role in Monitoring
Security officials said modern monitoring tools will support the overall security structure this year.
Real-time surveillance of processions and gatherings will take place through integrated monitoring systems operating continuously.
Authorities also announced the introduction of QR code-based monitoring mechanisms and panic button facilities at selected locations.
These measures aim to improve communication, accelerate reporting, and strengthen emergency response capabilities.
In addition, officials confirmed that intelligence-based combing operations will continue throughout Muharram.
Field formations across Lahore will remain on alert to maintain preparedness.
Traffic Management Plan Introduced for Commuters and Mourners
Alongside security arrangements, police have prepared an updated traffic management strategy.
The plan focuses on reducing congestion and improving mobility for residents and participants.
Authorities stated that coordinated traffic operations will help maintain smoother movement near procession routes and gathering locations.
Officials encouraged commuters to remain aware of advisories and cooperate with traffic personnel where diversions become necessary.
Police Share Broader Law and Order Update
During the briefing, police leadership also shared recent law and order statistics.
According to the update, serious crimes in Lahore declined by 55 percent in 2026 compared with the previous year.
Authorities also reported a 58 percent decrease in robbery incidents.
Additionally, officials stated that property worth more than Rs8 billion, including cash and valuables, has been recovered and returned to citizens since January 2023.
Police further disclosed that more than 1.332 million pending case challans have been submitted to courts.
At the same time, operations led to the arrest of over 100,000 proclaimed offenders.
Zero-Tolerance Policy to Remain in Effect
Officials reiterated that approved procession routes and schedules must be followed without exception.
They emphasized that strict enforcement measures will remain active against unauthorized changes.
Authorities also confirmed continued implementation of restrictions on unauthorized loudspeaker use.
