Taliban’s Vision: Transforming Afghanistan into a Regional Energy Trade Hub with Focus on Russian Oil

The Taliban, in collaboration with Kazakhstan and Turkmenistan, has reached an agreement to establish a logistics hub in western Afghanistan, aiming to transform the war-torn nation into a significant logistics center for regional exports. According to Nooruddin Azizi, the acting commerce minister of the Taliban government, discussions held in the Afghan capital last week paved the way for technical teams to devise a formal agreement within two months.

This initiative, which all three countries plan to invest in after six months of negotiations, aims to address the challenges faced by Afghanistan’s economy amidst dwindling foreign aid and persistent drought.

Highlighting Afghanistan’s strategic location as a historical crossroads for trade between South and Central Asia, Azizi outlined plans to establish the logistics center in Herat province. The envisioned hub would facilitate trade routes connecting the northern regions to South Asia, with a particular focus on accommodating Russia’s anticipated oil exports to South Asian countries, notably Pakistan. Azizi emphasized the efforts made by all parties to position Afghanistan as a crucial connectivity point in the region.

Kazakhstan’s trade ministry expressed its interest in developing transportation infrastructure, including roads and railways through Afghanistan, to enhance connectivity with South Asia and the Gulf. The proposed logistics hub is envisioned to serve as a pivotal point for multi-modal transportation services, facilitating the movement of goods along the North-South corridor to various seaports in the Gulf, Pakistan, and the Indian Ocean, ultimately reaching destinations in India.

While the initial capacity of the logistics hub is projected to handle one million tons of oil, specific operational timelines were not provided. Despite requests for comments, Turkmenistan and Russian authorities remained silent, possibly due to national holidays. Similarly, responses from Pakistan’s foreign office and energy minister were not received. However, Pakistan’s significance as a major trading partner with Afghanistan and its involvement in regional energy connectivity agreements underscore its potential role in this initiative.

Furthermore, Azizi disclosed ongoing discussions with Chinese authorities regarding the construction of a trade route through the Wakhan corridor, connecting Afghanistan with China. This development aligns with the Taliban’s vision of Afghanistan evolving into a key trade route between China and Iran. Efforts to enhance Afghan officials’ capacity through training programs in China signify a proactive approach towards realizing these ambitions.
