ISLAMABAD: The Islamabad High Court has stopped authorities from finalising appointments for Community Welfare Attachés at Pakistan’s missions abroad.
Justice Ayyaz Shaukat issued the directions while hearing a petition challenging the selection process for Community Welfare Attaché 2026. The court also sought the complete record of the recruitment process.
Court Seeks Complete Selection Record
The court directed the Ministry of Overseas Pakistanis and Human Resource Development to submit records of the selection process.
These records include candidates who passed the written test and those called for interviews. The court also barred authorities from finalising, notifying or implementing the interview committee’s recommendations until further orders.
The interview committee had held its meetings between August 17 and August 20, 2026. The court has also issued notices to the Prime Minister’s Secretariat, Establishment Division and Ministry of Overseas Pakistanis.
Petitioner Challenges Interview Exclusion
The petition was filed by Raza Hassan, a BS-19 officer serving as Deputy Secretary in the Ministry of Climate Change and Environmental Coordination.
According to his petition, Hassan successfully cleared the written examination conducted by IBA Karachi. However, he was allegedly excluded from the interview stage without receiving a reason or an opportunity to present his position.
His counsel argued that the exclusion violated the applicable policy guidelines for foreign appointments and postings in Pakistan’s missions abroad. The petitioner also challenged the selection process on grounds of procedural fairness.
The government and other respondents have been directed to submit para-wise comments before the next hearing.
Next Hearing on September 24
The IHC has directed the relevant authorities to place the complete selection record before the court.
The court will consider the matter further after receiving the respondents’ replies and the requested documents.
The next hearing is scheduled for September 24, 2026. Until then, the interview committee’s recommendations cannot be finalised or implemented.
