ISLAMABAD: The Islamabad High Court has directed authorities to submit complete details of sheesha cafes operating in the federal capital and explain what action they have taken against those violating regulations. The order came during a hearing on Wednesday in response to a petition filed by citizen Abdul Jabbar.
Chief Justice Sardar Sarfraz Dogar heard the case and issued notices to the Chief Commissioner Islamabad, Deputy Commissioner, and Inspector General of Islamabad Police. The court instructed all respondents to file their replies before the next hearing.
Furthermore, the court ordered the Deputy Commissioner and the Inspector General of Islamabad Police to appear in person at the next hearing to address the issues raised in the petition.
During the proceedings, the petitionerโs counsel, Advocate Sohail Khurshid, argued that several sheesha cafes in Islamabad were operating without the required No Objection Certificate (NOC). He claimed these establishments regularly hosted gatherings from evening until late at night, with some events continuing into the early morning.
Chief Justice Dogar asked why the court should seek information about all sheesha cafes. In response, the lawyer requested comprehensive records of every sheesha cafe operating in Islamabad. He also urged the court to obtain details of enforcement measures taken against businesses that violated legal requirements or failed to comply with NOC conditions.
Moreover, the lawyer referred to a statement by the Health Minister, claiming that late-night parties could contribute to the spread of HIV and AIDS. He requested the court to direct authorities to submit complete records and take strict action against cafes operating outside the law.
After considering the arguments, the Islamabad High Court issued notices to the relevant officials and sought detailed responses regarding the operation and regulation of sheesha cafes across the capital.
Meanwhile, the court adjourned the case until next week, when the Deputy Commissioner and Inspector General of Islamabad Police are expected to appear and provide the requested information.
