Pakistan plans to establish around 3,000 public electric vehicle (EV) charging facilities nationwide by 2030 under its New Energy Vehicle (NEV) Policy 2025–30.
The Ministry of Industries and Production shared the plan in a written response to a question in the National Assembly. The initiative aims to expand charging infrastructure and encourage people to shift towards electric mobility.
Fast-Charging Stations Planned Along Motorways
Under the initial phase, the government plans to install 40 fast-charging stations along motorways and selected sections of the National Highway (N-5).
Charging facilities are also planned at intervals of approximately 50 kilometres along major highways by 2030. This expansion is expected to make long-distance travel more convenient for electric vehicle owners.
The government also intends to encourage existing petrol stations to install EV charging units. Furthermore, the network will include fast chargers, Level 2 and Level 1 facilities, and battery-swapping stations for electric two-wheelers and three-wheelers.
Incentives to Attract Private Investment
Authorities are working to attract private investors through a dedicated commercial electricity tariff for charging stations and faster electricity connections.
Public-private partnerships will also support the rollout, with viability gap funding among the proposed arrangements.
These measures aim to make charging infrastructure more commercially attractive and accelerate its expansion across the country.
Government Targets Local EV Manufacturing
The policy also focuses on reducing dependence on imported components by encouraging domestic production and technology partnerships. Potential areas for local manufacturing include electric motors, battery packs, power electronics, chargers and wiring systems.
In addition, the government plans to develop a nationwide system for collecting and recycling used EV batteries, particularly lithium-ion batteries. The framework aims to recover valuable materials and reduce environmental risks.
Wider Push Towards Electric Mobility
Pakistan’s EV policy seeks to address infrastructure gaps while supporting the wider adoption of electric transport. However, the expansion will depend on investment, implementation and the availability of reliable charging services.
If implemented as planned, the network could improve access to charging facilities and support the country’s transition towards cleaner transportation.
