The Ministry of Commerce has announced a temporary relaxation in used vehicle import requirements. The one-time exemption applies under the Gift, Personal Baggage, and Transfer of Residence schemes.
The ministry also approved pre-shipment inspection certificates issued by two private companies. The decision aims to facilitate eligible vehicle imports while maintaining regulatory compliance.
Government Approves Inspection Certificate Recognition
According to official notifications, authorities will accept certificates issued by M/s EAA Company (Pvt.) Ltd. and M/s Auto Terminal Pak (Pvt.) Ltd. The certificates apply to used vehicles imported from Japan.
Furthermore, the certificates must be issued through the companies’ internationally accredited principals. Officials said these documents satisfy minimum safety, environmental, and regulatory standards under SRO 61(I)/2026.
However, Pakistan Standards and Quality Control Authority-registered local offices will verify certificate authenticity. They will also handle complaints related to inspection documents.
One-Time Exemption Covers Specific Vehicle Shipments
The government granted a one-time exemption from conformity assessment requirements. The relief applies to vehicles shipped under master bills of lading dated between January 16 and March 9, 2026.
However, the exemption only covers imports under the Gift, Personal Baggage, and Transfer of Residence schemes. Authorities said importers must still comply with all other provisions of the Import Policy Order 2022.
Additionally, vehicles with below-average inspection grades will not qualify for the exemption. The same restriction applies to vehicles repaired after major accidents or carrying poor auction condition ratings.
The Ministry of Commerce said the competent authority approved both measures. Officials added that the decision would support vehicle imports while preserving safety, environmental, and quality standards.
