Rukhsar Ahmed Remains on Police Bail
A newly elected member of the Azad Jammu and Kashmir Legislative Assembly is under investigation in the United Kingdom over historic child sexual abuse allegations.
Rukhsar Ahmed, 62, was arrested at Manchester Airport on July 18, 2024. Greater Manchester Police detained him on suspicion of rape and trafficking children in care during the 1990s.
Ahmed was later released on police bail. No criminal charges or conviction have been announced against him.
The allegations reportedly involve at least two women. They claimed Ahmed abused and trafficked them when they were young girls.
The wider police investigation concerns alleged sexual exploitation involving several children living in care homes in Manchester during the early 1990s.
Ahmed has not publicly responded to the allegations. Under British law, he remains presumed innocent unless proven guilty by a court.
Lawmaker Misses Police Appointment During Election Campaign
Ahmed was expected to answer police bail at a Manchester police station in July 2026.
However, he reportedly failed to attend the appointment. His representatives said he was too unwell to travel to the United Kingdom.
During the same period, photographs shared on social media reportedly showed Ahmed attending political gatherings and campaigning in Mirpur.
He was later elected to the AJK Legislative Assembly on a Pakistan Muslim League-Nawaz ticket.
Ahmed represents the LA-4 Mirpur-IV constituency. He had previously served in different regional governments between 2006 and 2021.
Greater Manchester Police had earlier attempted to place stronger travel restrictions on him. However, a judge rejected the proposed tougher bail conditions in July 2024.
British investigators reportedly expect Ahmed to attend another police bail appointment within the coming weeks.
Police could consider seeking an arrest warrant or beginning extradition proceedings if he fails to appear again. No such action had been officially announced at the time of reporting.
Investigation Focuses on Alleged Abuse in Manchester
The investigation is connected to historic allegations from the Rusholme area of Manchester, where Ahmed lived for several years.
Detectives questioned him about claims involving vulnerable girls who were living in care during the 1990s.
The reported allegations include rape and the trafficking of children for sexual exploitation.
Ahmed was reportedly in his late twenties when the alleged offences occurred.
He later became an influential political figure in AJK and remained closely connected with parts of Manchester’s Pakistani community.
Ahmed also owned the former Gujjar Palace restaurant near Manchester’s Curry Mile.
People associated with him have described him as a prominent community figure. However, political associates in Pakistan said they were unaware of the serious allegations before the report emerged.
Greater Manchester Police continues to investigate the case. The evidence has not yet been tested before a court, and prosecutors have not announced formal charges.
