Speaker Punjab Assembly adjourns session to skip no-confidence move against chief minister

ISLAMABAD: Speaker Punjab Assembly adjourned the ongoing session, setting aside order of the Governor of Punjab Baligh-ur-Rehman’s to hold a no-confidence vote today (Dec 21) against Punjab chief minister Pervez Elahi.

On Tuesday, Governor of Punjab summonsed a special session of the provincial assembly on Dec 21 (today) to discuss and hold a no-trust move against chief minister Pervez Elahi.

MPAs of the opposition parties _ PML-N and PPP, filed a no-confidence move against chief minister in the Punjab Assembly.

Consequently, the Punjab Governor’s Secretariat said, “The governor Punjab is pleased to summon the provincial assembly of Punjab session at 4pm on Wednesday (Dec 21), requiring CM Punjab to seek a fresh vote of confidence under Article 130(7) of the Constitution.”

However, Punjab Assembly Speaker Sibtain Khan adjourned the session on Tuesday, saying “until and unless the current session is prorogued, the governor cannot summon any fresh session — according to a three-member bench of the Lahore High Court in the Manzoor Ahmad Wattoo vs Federation of Pakistan case.”

Punjab Assembly speaker further stated that the in terms of Article 130(7) of the Constitution, the governor can order a no-trust move in a session which is summoned for this purpose”.

He said that during the ongoing session of the assembly, governor cannot order to hold a special session for a no-confidence move against chief minister or any one else.  

Importantly, this situation has further complicated the political scenario in Punjab province where the Governor has ordered a no-confidence move to take place today while Speaker of PA has adjourned the ongoing session that will further deepen political uncertainty and a tug of war.
