The Khyber Pakhtunkhwa (KP) government has introduced strict new regulations requiring civil servants to obtain prior approval before marrying foreign nationals. The move aims to tighten oversight and ensure security compliance within the provincial civil service.

The newly notified rules are titled the Khyber Pakhtunkhwa Civil Servants (Restrictions on Marriage with Foreign National) Rules, 2026. They have been enforced immediately under Section 26 of the KP Civil Servants Act, 1973.
Under this framework, no government employee can marry a foreign national without official permission. Any violation will be treated as misconduct.
The definition of a foreign national includes any individual who is not a citizen of Pakistan. The rules apply regardless of religious or legal form of marriage.
Authorities have emphasized that compliance is mandatory. Failure to follow the process may result in disciplinary action against the employee.
Approval Process and Security Clearance Requirements
Civil servants must now submit formal applications through proper government channels. Approval will be granted at the discretion of the authorities after evaluation.
The government will consider multiple factors during the review process. These include the nationality of the prospective spouse, diplomatic relations with their country, and possible security concerns.
A mandatory security clearance will be conducted for the foreign spouse. This process will be handled through relevant agencies via the Home and Tribal Affairs Department.
Applicants must also provide detailed documentation. This includes a character certificate and a sworn affidavit confirming that the foreign spouse has no involvement in criminal or anti-state activities.
Authorities will also review past cases where employees married foreign nationals without approval. Such cases may be brought under scrutiny for further action.
