Six Democratic members of the US House of Representatives have introduced legislation targeting Israeli settlement expansion in the West Bank and Gaza. The Stop the Settlements Act was introduced by Representatives Joaquin Castro, Madeleine Dean, Don Beyer, Greg Casar, Sara Jacobs and Veronica Escobar.
The lawmakers want to use targeted sanctions and import restrictions to discourage further settlement construction.
Bill Targets Settlement Expansion
The proposed legislation would require the US president to sanction certain individuals and entities involved in Israeli settlements. It would also target people and organisations that support settlement construction or expansion.
The measure covers efforts to establish new settlements and expand existing outposts.
It also addresses infrastructure projects that support settlement activity.
The legislation specifically mentions the E1 area of the West Bank. The area has remained a major point of dispute over Israeli settlement expansion.
Import Ban Included in Proposal
The Stop the Settlements Act would also restrict imports from Israeli settlements and outposts. The bill would prohibit US imports of commercial goods produced in settlements across the occupied Palestinian territories.
Supporters say these restrictions could complement measures pursued by several US allies.
Those countries include the United Kingdom, France, Canada, the Netherlands and Spain.
Therefore, the proposal combines financial sanctions with trade restrictions.
Sponsors Criticise Settlement Policies
Castro, one of the bill’s primary sponsors, criticised the Israeli government’s settlement policies.
“Under [Israeli Prime Minister Benjamin] Netanyahu’s government, settlers are engaged in a violent land grab that’s ripping Palestinians from their land,” Castro said.
He described settlement expansion as a major obstacle to peace.
Castro also urged Congress to impose sanctions on those supporting settlement growth.
Meanwhile, other sponsors raised concerns about Palestinian self-determination.
They also argued that continued settlement construction could complicate efforts toward a negotiated political resolution.

The bill’s supporters say the proposed measures could help prevent further Palestinian displacement. They also argue that settlement restrictions could preserve the possibility of a negotiated political solution.
