Russia says trilateral talks involving Ukraine and the United States could resume in Abu Dhabi during the first half of November. Kremlin spokesman Dmitry Peskov announced the planned discussions on Friday, raising hopes for renewed diplomatic engagement over the ongoing war.
The proposed meeting follows fresh diplomatic contacts between Moscow, Kyiv and Washington. Moreover, the announcement comes after Russian President Vladimir Putin met US special envoy Steve Witkoff in Saint Petersburg earlier this week.
Russia Signals Readiness to Resume Ukraine Peace Talks
Peskov told reporters that the next round of negotiations is “planned for the first half of November in Abu Dhabi”. He added that the discussions “will take place in a trilateral format”.
The proposed talks would bring Russia, Ukraine and the United States together. However, the announcement describes a planned meeting rather than a confirmed final agreement or breakthrough.
Negotiations have remained stalled since the beginning of the year. Therefore, the prospect of renewed discussions marks a significant diplomatic development amid continuing efforts to end the conflict.
Russia has also suggested that the talks could take place “around November 10”. Meanwhile, Ukrainian President Volodymyr Zelensky has called for negotiations to begin “as soon as possible”.
Trump Administration Intensifies Diplomatic Efforts
The announcement follows a series of diplomatic meetings involving US representatives and European leaders.
On Tuesday, Witkoff met Ukrainian President Volodymyr Zelensky and European leaders in Oslo. Subsequently, he held talks with Putin in Saint Petersburg on Wednesday.
These engagements appear to have helped revive discussions about direct negotiations. Following the meetings, both Kyiv and Moscow expressed readiness to resume talks mediated by Washington.
The renewed diplomatic activity comes as efforts to end the Ukraine war continue. Russia launched its full-scale offensive against Ukraine in February 2022, and the conflict has entered its fifth year.
Putin Outlines Focus of Proposed Trilateral Negotiations
In a televised interview aired late Thursday, Putin discussed the potential focus of future negotiations.
He indicated that trilateral discussions would concentrate on security arrangements within a final peace agreement. In particular, Putin distinguished these arrangements from a temporary ceasefire.
According to his remarks, the talks would focus on the security framework of a lasting settlement rather than a “short” truce.
This distinction could shape the direction of the proposed negotiations. While a temporary halt in fighting would address immediate hostilities, security arrangements would concern the broader terms of a potential peace agreement.
However, the planned discussions have yet to establish whether the parties can bridge their differences.
Abu Dhabi Emerges as Possible Venue for Renewed Talks
Abu Dhabi is expected to host the proposed trilateral discussions during the first half of November. Nevertheless, the announced timeframe remains a plan, with Russia suggesting a possible date around November 10.
The proposed meeting reflects renewed diplomatic momentum after months of stalled negotiations. Furthermore, the involvement of Washington, Moscow and Kyiv could provide another opportunity to discuss pathways towards ending the war.
For now, the focus remains on whether the planned talks proceed and what their agenda produces. The central challenge will be turning diplomatic engagement into progress towards a lasting settlement.
