Turkey has nominated Feridun Hadi Sinirlioglu, head of the Organization for Security and Co-operation in Europe (OSCE), to become the next United Nations secretary-general.
The nomination comes as divisions within the UN Security Council complicate the selection process. Moreover, the latest round of voting has failed to produce a conclusive outcome, adding uncertainty to the leadership transition.
Turkey’s President Recep Tayyip Erdogan submitted the nomination through a letter dated Friday. The letter went to the presidents of the UN General Assembly and Security Council, according to information from Turkish diplomatic sources.
Why Has Turkey Nominated Sinirlioglu?
The nomination follows continued difficulties in finding a candidate who can secure sufficient support among Security Council members.
The council held its latest straw poll on Friday. However, the vote produced no decisive result, highlighting the challenges facing candidates seeking the top UN position.
Sinirlioglu currently leads the OSCE, a regional security organisation. Turkey’s nomination now places his name among the contenders for the UN’s highest diplomatic office.
Nevertheless, the nomination alone does not guarantee his selection, as the process requires support within the Security Council.
How Does the UN Secretary-General Selection Process Work?
The UN Security Council plays a central role in choosing the next secretary-general. Its 15 members assess candidates through the selection process, including informal straw polls.
A candidate needs at least nine votes out of 15 to secure the required council support. However, the candidate must also avoid a veto from any of the five permanent members.
These permanent members are China, France, Russia, the United Kingdom and the United States. Their divisions can complicate negotiations, even when a candidate receives sufficient overall votes.
Once the Security Council recommends a candidate, the General Assembly considers the nomination for confirmation. The assembly includes all UN member states.
Therefore, securing council backing remains a crucial hurdle for anyone seeking the position.
When Does Antonio Guterres Leave Office?
The current UN secretary-general, Antonio Guterres of Portugal, will complete his second five-year term on December 31.
His departure sets the timeline for the leadership transition, while the ongoing selection process faces diplomatic challenges.
Although Turkey has formally nominated Sinirlioglu, the outcome remains uncertain. The next secretary-general will need to secure broad enough support to pass the Security Council’s requirements before the General Assembly confirmation stage.
As negotiations continue, the council’s divided positions could prove decisive in determining who leads the United Nations next.
